The RetroSpec dataset — the assembled specifications, option codes, and prices — is open. The database is licensed under the Open Database License (ODbL) v1.0 and the individual contents under the Database Contents License (DbCL) v1.0. ODbL is the license OpenStreetMap uses for its database; DbCL is the Open Data Commons companion license for the individual contents.
What you can do
You are free to share and adapt the data, including commercially, as long as you (1) attribute RetroSpec and note any changes, (2) release any publicly-used modified database under ODbL as well (share-alike), and (3) keep it open — if you restrict a work built from the data, also publish an unrestricted copy.
